The current strategic global environment is more complex than any the United States Department of Defense has ever faced, and the Office of the Under Secretary of Defense for Policy is responsible for helping the Secretary and Department understand and plan for how to operate now and in the coming years and decades.
The shift of DoD’s primary focus from countering terrorists to opposing strategic competitors and rogue nations, as outlined in the 2018 National Defense Strategy, necessitates thoughtful and consistent communications between the Department and Congress concerning the defense strategy. The legislative and operational environment and the increased interest from Congress in OUSD(P) activities dictate that OUSD(P) leaders remain informed about congressional happenings and pending and passed legislation.
To help OUSD(P) follow and understand congressional activities, Redhorse provides legislative experts to support OUSD(P) on a wide range of legislative enabling functions. Redhorse responsibilities include responding to reporting requirements, monitoring and tracking proposed legislation, identifying potential provisions in legislation that would affect OUSD(P) issues, and assisting in hearing preparation and follow-up. Redhorse also assists in hearing preparation, responding to and preparing formal Questions and Answers and questions-for-the-record, and other support functions as required to assist OUSD(P) in responding to Congressional inquiries or engaging with Congress.
