Confidential Utility Client - California Environmental Quality Act Support

Redhorse professionals provided technical analysis for California Environmental Quality Act (CEQA) permitting associated with a proposed substation in San Diego County, California. The proposed project included building a new substation, rebuilding a nearby substation, adding a new transmission line connecting the two substations, and installing communications equipment. The project will help the Utility develop renewable energy from wind and geothermal resources in San Diego County. Redhorse personnel completed detailed air emission calculations and evaluated potential impacts to air quality associated with construction. The URBEMIS environmental management software was used to develop the emissions data using California Air Resources Board’s vehicle emission factors. In addition, the Federal Aviation Administration’s Emissions and Dispersion Modeling System (EDMS) was used to characterize air emissions from aircraft that will be required during construction of the project.
