Leadership
David Inmon, Chief Executive Officer, Founder
David is the CEO of Redhorse Corporation. Before David founded Redhorse, he served on active duty in the Marine Corps after he was recalled in support of Operation Iraqi Freedom. For a year, he ran Bemsaya Range Complex, an 85-square-mile live fire training base in central Iraq. David helped train more than 4,000 Iraqi soldiers and established four separate training programs during his tour. He was directly responsible for the supervision and safety of more than 150 military and contractor personnel. David was awarded the Bronze Star Medal for his service in Iraq and continues to serve as a Colonel in the Marine Corps Reserve.
Before he returned to active duty, David was a partner in a boutique investment banking firm, where he helped small businesses raise capital and make divestitures or acquisitions. Earlier, he worked for a technology start-up company as Vice President of International Sales. The company was acquired by Oracle, where David spent a year in the wireless application server group working with international wireless carriers. Previously, David spent 8 years with Ericsson, delivering wireless voice and data systems to local, state, and federal governments. He led a team of engineers who were awarded the largest public safety radio system contract in Hawaii state history. He began his professional career as an artillery officer in the U.S. Marine Corps, spending 4 years on active duty before he joined the Marine Corps Reserve.
David holds a B.S. in Mathematics from the University of Oklahoma and a Masters in Business Administration from Arizona State University.
Mark Walsh, Chief Operating Officer, Founder
Mark is the COO of Redhorse Corporation. Before he joined Redhorse, he had a long career with Tetra Tech Inc. and its subsidiaries, most recently serving as Senior Vice President for Market Development. He was an officer of the corporation for 5 years and also was President of Tetra Tech’s Technical Environmental Services Group, a $197 million business unit. In this role, he led two wholly owned subsidiaries composed of 1,400 employees and 54 domestic and international offices. Mark joined Tetra Tech in 1995 when it acquired the Tetra Tech EM Inc. operating unit, where he had been employed since 1987 and served as information systems manager, office manager, and operating unit President for 6 years. During that time, he helped grow the company to more than 1,000 employees and $135 million in annual revenue.
Previously, he was a senior consultant at Booz, Allen and Hamilton, Inc., where he served as a consultant to government agencies. Mark has more than 22 years of experience and expertise in operations, business development, and program management with commercial clients and many government customers, including the U.S. Department of Defense, U.S. Environmental Protection Agency, U.S. Department of Energy, and numerous state and local agencies.
Mark holds a B.S. degree in Environmental Resource Management and an M.P.A. in Public Administration from The Pennsylvania State University.
William Miner, P.E., Director of Environmental Services
Bill has more than 33 years of professional experience in environmental engineering and in implementing environmental regulatory programs. Over an 18-year period with Tetra Tech EM Inc., he managed or served as senior technical advisor and quality control coordinator for hundreds of projects for the U.S. Department of Defense, U.S. Environmental Protection Agency, U.S. Department of Energy, other government agencies, private industry clients, and international funding organizations and governments. During this time, he has managed projects as small as $5,000 and programs in excess of $200 million.
His 11-year career with the U.S. Environmental Protection Agency included roles as office director, branch chief, and section chief for Region 5's hazardous waste management and remediation programs, directing the efforts of more than 75 environmental professionals. Over his career, Mr. Miner has developed and presented, both in the U.S. and abroad, more than a hundred training programs and workshops on environmental laws, regulations, policies, and technical topics, including waste management, pollution prevention, and site remediation issues. He also has served as an expert witness on several occasions, providing testimony in both state and federal courts and in administrative hearings.
Bill holds a B.S. degree in Civil Engineering from the University of Illinois—Urbana-Champaign, and has earned several credits towards a Master’s in Engineering Management from Northwestern University.
Ben Hough, CEM, LEED AP, Director of Energy and Climate Change Services
Ben is a senior consultant with more than 20 years of experience delivering solutions to save money, reduce resource consumption, and help the environment. He brings broad-based technical skills in energy, environmental, and transportation services applied across federal, state, local, private, and international projects. He has proven capabilities in leadership, business development, and management. Ben’s experience includes resource efficiency management, energy and water efficiency, renewable energy, high-performance buildings, retro-commissioning, and carbon management services. He has supported comprehensive energy program activities at Department of Defense installations at both the base and regional command levels. Ben also has worked extensively to help federal customers meet the requirements outlined in the Energy Policy Act, the Energy Independence and Security Act, and Executive Orders 13423 and 13514 in a cost-effective manner. He has helped to develop and verify greenhouse gas inventory and offset projects using protocols established by the California Climate Action Registry and the Chicago Climate Exchange. Ben also brings experience working with private-sector customers, including power and water utilities, cities, schools, and industrial and commercial customers.
Ben holds a B.S. in Earth Science and is a Certified Energy Manager (CEM) and Leadership in Energy and Environmental Design (LEED) Accredited Professional (AP).
Aaron Mann, Director of Air Quality Services
Aaron has more than 30 years in the utility industry with 20 years at a major western utility and 12 years in consulting, with an emphasis in the private sector. Aaron has supported numerous clients, including large investor-owned electric utilities, electric cooperatives and municipal utilities, industrial manufacturing, Department of Defense and Department of Energy facilities, and state and local governments. He has managed numerous projects for electric utilities, including monitoring, resource planning, siting, and permitting and compliance support for large fossil fuel-fired boilers, turbine generators, and hazardous waste incinerators, as well as electric and gas transmission projects. He has an in-depth knowledge of the Clean Air Act, New Source Performance Standards, the National Emission Standards for Hazardous Air Pollutants, and Prevention of Significant Deterioration regulations and policy. Aaron has directed research efforts for the Electric Power Research Institute (EPRI) for waste, water, and pollution prevention and has managed monitoring, permitting, and compliance for industrial clients throughout the western U.S. He is a senior project manager who understands the private sector as well as government needs in the environmental arena and has a proven track record in implementing effective solutions for both small and large projects by working with clients and bringing the right resources to their changing needs.
Aaron holds a B.S. in Biology with graduate studies in Biology and has Utility Training in Supervision, Project Management, Utility Finance, and Electric Systems.
